A Blockborough city is not defined only by its population total. Each Citizen has a persistent identity, household, home, job and history.
A blueprint describes what should exist. The civilization still has to source the materials, move them to the site, perform the work and commission the finished structure.

Current development is published as player-facing progress, with planned and long-term systems labeled honestly.
Running, jumping and elevated-terrain transitions have improved substantially through physical testing.
Project materials can move through storage, transport, site receiving and completed work without becoming abstract build points.
The founding population retains stable identities, households and civilization state.
